To create the asian-inspired rice patties, you can use freshly cooked, cooled rice or even leftover rice.

To make the sweet chili dipping sauce, in a small mixing bowl, combine the sweet chili sauce, water, and, if desired, finely chopped green chili. mix well and set it aside.

In a mixing bowl, add the cooked rice and combine it with finely chopped red bell pepper, spring onion, salt, ground black pepper, and soy sauce. mix until the rice mixture is well incorporated.

Add all-purpose flour and cornstarch to the rice mixture. mix thoroughly until the mixture comes together and forms a slightly sticky dough-like consistency.

Heat a skillet or frying pan over medium heat and add cooking oil. ensure the skillet is well-greased.
