In a large saucepan or pot fitted with a steamer basket, bring 1 to 2 inches of water to a boil. add the potatoes, cover, and steam until tender, approximately 12 to 15 minutes. once cooked, transfer the potatoes to a rimmed baking sheet, spread them in a single layer, and sprinkle with 1/4 teaspoon of salt. allow them to cool for about 15 minutes.

In a large bowl, whisk together mayonnaise, yogurt, onion, dijon mustard, turmeric powder, paprika, remaining salt, and pepper until well combined.

Cut the cooled potatoes into bite-sized cubes and add them to the bowl with the dressing. also, add the diced red bell pepper and fresh peas. gently stir everything together until the potatoes and vegetables are coated with the dressing.

Serve the spiced potato salad at room temperature or refrigerate it until chilled. just before serving, garnish with chopped cilantro.

The salad can be covered and refrigerated for up to 1 day.
